In order that the Government may not lose the advantage of the competition of those intending purchasers who have been waiting so patiently and who have so often applied for the lands in question and who if kept waiting much longer may invest their capital elsewhere, it will be prudent to make the roads as soon as conveniently possible and to effect the sales immediately upon the completion of the roads. For this reason I have not done myself the honour to incorporate the cost of this Project in the Financial Estimates of 1877, and I still think that in the face of the many advantageous offers which we have already received for the ground, it would not be right to defer the sales till next Financial year.

Following the precedent of the extreme Eastern district of Victoria remodelled and improved by Sir John Bowring and called after him Bowrington, it is proposed in regard to the new township which is to form the extreme western district of the City to drop the name of Lap Sap Wan which is from its etymology alone very objectionable, and to substitute it by the more fitting designation
